The Information and Communication Technology Development Index (IP-ICT) is a standard measure that can describe the level of development of information and communication technology in a region, the digital divide, and the potential for ICT development.
IP-TIK is composed of 11 indicators which are combined into 3 sub-indexes, namely the access and infrastructure sub-index, the usage sub-index, and the expertise sub-index.
The IP-ICT scale is in the range of 0–10, the higher the index value indicates that the ICT development of a region is getting faster, and vice versa, the lower the index value indicates that the ICT development in an area is still relatively slow.
Indonesia's ICT Development Index (IP-TIK) in 2019 reached 5.32, an increase compared to the 2018 IP-TIK of 5.07.
The increase in IP-TIK 2019 was driven by the achievement of its three sub-indexes, namely: (1) the ICT access and infrastructure sub-index reflecting the readiness of Indonesia's ICT (ICT readiness) reaching 5.53; (2) the usage sub-index reflecting the level of ICT use in Indonesia reaching 4.85; and (3) the expertise sub-index that reflects the skills needed in ICT in Indonesia reaches 5.84.
In general, provincial-level IP-TIK has increased from 2018 to 2019. The province with the highest IP-TIK in 2019 was DKI Jakarta, namely 7.31, while the province with the lowest IP-TIK was Papua, namely 3.33.
